Q1: How to get DBADMIN database user for SAP Datasphere?

Although SAP Datasphere runs on HANA Cloud, the database access is restricted.
All relevant database manipulation scenarios should covered by either OpenSQL Schema/Database User (space-level), or Database Analysis User (tenant-level). See SAP Help Portal User Management.

Q2: Can use DBADMIN to grant Database Analysis user other privileges in Database of SAP Datasphere?

As mentioned in Q1, Datasphere is designed in a way the DBADMIN user should NOT be required.
Usually, Database users wouldn't need additional authorizations.
If facing a situation that need to extend Database user authorizations to achieve a goal, this should be fulfilled by Datasphere Administering without extending the DB user authorizations.

Q3: How is it possible to change SAP Datasphere's HANA Cloud parameters when there is no DBADMIN database user?

SAP Datasphere's HANA Cloud parameters follow the standard values defined for all SAP Datasphere customers. 
Accoridng to particular scenario, the parameter change request can be raised via ticket for validation and setting (if applicable).
