3209862 - IDocs stuck in ready for dispatch (ALE service) status 30

Symptom

Despite of having the setting "Transfer IDoc immediately" in the Partner Profiles (transaction WE20), the IDocs remain in status 30 and are not handed over to the RFC layer for sending.
