3210593 - Invite to Apply action not available for Agency Candidate - Recruiting Management

Invite to Apply action is not visible to Recruiter to use for Agency Candidates:

 SAP SuccessFactors Recruiting Management.

1. Forward a Candidate to a Requisition via Agency Portal;
2. Move this Candidate to New Application; 
3. See that button is grayed out.

This is expected in a Multi-Stage Application. System already configures the application after putting into a Default Status (In Progress category). 

If Multi-Stage is being used, in order to avoid it, while the Candidate doesn't apply the indicated is to use the action in the previous status, Forwarded or Invite to Apply.
