3210641 - Cross Domain Report Between Goal Management and Performance Management Generates Blank Goal IDs

When generating a cross domain report between performance management and goal management, the Goal ID column has blank values.

1. Home dropdown > Reporting 
2. Create cross domain report between Goal Management and Performance Management
3. Generate report to see the Goal ID column is blank

This is due to the way performance records are designed to work. Each Goal ID within the performance form has multiple entries because of backend fields used by the reporting framework.

1. In the report, navigate to the Filters pill
2. Under the Performance Management Domain section, select Refine Criteria
3. Select Goals > Select Goal ID > By Rule tab > In the dropdown, select Is not null > Finished > Finished
