3210643 - Assign filter condition of Any vs All is not saving when creating a rule with Group Filters

Symptom

Known Error:

When creating a Litmos Assign Rule with two Group Filters, the Any or All filter set for the second filter group reverts to Any or All to match whichever one is set the first Group
