3212149 - TST_ERROR during the execution of Split Off ASCS Instance procedure

Symptom

During the execution of "Split Off ASCS Instance from Existing Primary Application Server Instance" procedure with SWPM 1.0 tool (SAP Note 1680045) the following TST error is happening:

sapinst_dev.log:

...

ERROR (root/sapinst) (startInstallation) [iaxxbjsmod.cpp:83] id=modlib.jslib.childAppStatusError errno=MUT-03010
Execution of the command "/usr/sap/<SAPSID>/DVEBMGS03/exe/sapcontrol -prot NI_HTTP -nr <instance number> -function StartService <service name>" finished with status TST_ERROR.
