3212407 - "Object Component Configuration xxxx does not exist" error in Fiori Launchpad Designer

Symptom

The following error shows when trying to open a standard catalog (e.g: SAP_TC_SCM_PP_COMMON) in the Fiori Launchpad Designer (/UI2/FLPD_CUST): 

"Object Component Configuration xxxx does not exist"

Error (400, Bad Request) in OData response for GET "/sap/opu/odata/UI2/PAGE_BUILDER_CUST/Pages('X-SAP-UI2-CATALOGPAGE%3ASAP_TC_SCM_PP_COMMON')?$expand=Bags/Properties,PageChipInstances/Chip/ChipBags/ChipProperties,PageChipInstances/RemoteCatalog,PageChipInstances/ChipInstanceBags/ChipInstanceProperties": HTTP request failed
