3212827 - Error occurs when changing a goal plan state

• In the latest version of Goal Management, a manager can only change the state of their direct report's goal plan if they have access to that goal plan and they can access it from their own goal view
• Changing the goal state from draft to Approved results in error:

  Unable to update the goal plan state. Please try again.
