3213506 - Why does I open a RFQ on Guided Buying, the status in Error and with following message "Sorry, the Ariba Network is temporarily unavailable. Service will resume soon. Please visit http://netstat.ariba.com for updates."?

Symptom

When I log on Guided Buying (GB) to open a RFQ, the RFQ failed to sync up to Ariba Network (AN) and Ariba Sourcing and in Error status on GB.

The error message is,
"Sorry, the Ariba Network is temporarily unavailable. Service will resume soon. Please visit http://netstat.ariba.com for updates."
