3213861 - Failed to create data device while running saphostctrl .. -SETUP_LIST_METRICS=saptools

Using ASE standalone and trying to setup saptools with saphostctrl using: 

saphostctrl -user sapadm  -fuction SetDatabaseProperty -dbname <aseinstancename> -dbtype syb  SETUP_LIST_METRICS=saptools

Gettting error "Failed to create data device"

ASE error log we see:

kernel  dcreate: error creating /sybase/sapdiag/saptools_data_001.dat.  System message is: Permission denied

SAP Adaptive Server Enterprise 16 and higher.
