• The workflow effective date is not correct. 
• What is the expected workflow effective date?
• The effective date is not the creation date of the Workflow.

The expected behaviour for the effective date in a workflow scenario is that the approval date will be the new effective date.
Since the record depends on the approval on the workflow to be valid, only when it is approved it will be valid, and therefore when it happens, the system understands it as the effective date.
