3214494 - Internal server error while navigating to dswsbobje/services from a browser

Symptom

Unable to access the dswsbobje from either http or https protocols.
http://<host>:8080/dswsbobje/services
https://<host>:8443/dswsbobje/services
It shows the error: Internal Server Error

Have followed the solution from KBA 1809210 but the error is still persisting.
