Symptom

SAP MaxDB database connection fails with following error: 

Could not connect DBM due to: Cannot connect to host <hostname>:7210 [Connection refused: connect (local port 56968 to address 0:0:0:0:0:0:0:0, remote port 7210 to address <ip address>)], -813.
