3215195 - Pay Component Non-Recurring Import with Centralized Services Feature is Disabled by Default

Symptom

The "Enable Centralized Services for Non-Recurring Pay Component Information (applicable only for data imports using the UI and APIs)" feature was announced as enabled by default as of 1H 2022, but it was not and kept displaying as disabled by default.
