When creating Function Location from NWBC Asset Information Workbench --> AIW: Create CR --> Create AIW Change Request, 500 internal server error will occurred "Substring access (offset =0, length =0) to a data object of the size 40 exceeds valid boundaries."

In S/4 backend system, dump error is from code in method IF_FPM_GUIBB_LIST-GET_DATA, line 233.
