3216816 - Cannot complete or delete decommissioning cockpit projects

While trying to delete or set status complete to a docommissiong cockpit project, you got below error even though no objects found in blocklist:
 "Please remove all objects from Blocklist first"

First please check whether below note corrections are applicable to your solution manager system:

If after implemented above notes issue persists, please try following steps:

1. Run the report AGS_SBLM_CHECK_AND_CLEAN in Solution Manager and select the option “Cleanup BLM for Existing DECOM Projects” and then select the relevant project you want to delete.
2. You can find the BLM Client ID and the related Statistical system in the field on the selection screen.
3. Now logon to the statistical system, open transaction SBLM_INTERNAL and select the related Blocklist Monitor Client.
4. Then click on Manage and remove all objects, that are in the list (e.g. Select all and click on Delete icon). Do not forget to activate the list.
5. Now go back to Solution Manager and run the report AGS_SBLM_CHECK_AND_CLEAN with the selections as in step 1.
