3218287 - Organizational updates section not showing post Instance Refresh

• After an Instance Refresh, although custom cards are copied to the target environment, they don't display on the Latest Home Page.
• The cards are not displaying to any users under the Organizational updates section, even though all permissions are granted, and the cards are enabled.
