3219804 - Emergency Contacts - flag isPrimary inconsistent behavior

Symptom

You are facing inconsistent behaviors with the isPrimary flag in the Emergency Contacts, for the query's using OData API, UI Import etc.

You may find logs with the following error message: "Duplicate record has been removed with key: PerEmergencyContacts..."

Cause

For now, Employee's are able to add Emergency Contacts with duplicated business key records. Any records with the same/missing business keys should be considered as invalid records. Error messages should be present to block the saving.

Resolution

Our Engineering team is investigating this internally to identify a possible solution for this, and a fix is being planned for release b2211. 

There is internal cases related to this behaviors: ECT-192327 and ECT-147143.

In the fix, The UI enhancement will prevent user from inputting emergency contacts with duplicated business key, by adopting Centralized Services.
