Reproducing the Issue
- Action Search: Form Template Settings > select form > Download Form Template
- Action Search: Form Template Settings > Upload New Form...
- Receive error message
Cause
The attachment-permission section is appearing before the mass-route-permission when the XML is downloaded from the system.
Resolution
This is tentatively scheduled to be fixed in the 2211 release.
