3225635 - Adaptation Project : Request failed to load 403 forbidden error

Adaptation Project wizard from Business Application Studio returns error: Request failed Status Code 403 Forbidden
The issue is only reproducible during an Adaptation Project wizard. 
When a different wizard for creating a SAPUI5 freestyle app is run, the connection to the same backend system is successful and the OData service list is displayed.

The following commands run successfully from SAP BAS terminal:

curl -u <user>:<password> "$H2O_URL/destinations/<destination_name>/sap/opu/odata/IWFND/CATALOGSERVICE;v=2/ServiceCollection?%24top=1"

curl -u <user>:<password> "$H2O_URL/destinations/<destination_name>/sap/bc/ui2/app_index/"

When the issue happens in the Adaptation Project wizard, there is not any communication shown in the Network tab of the browser developer's tools.
