3227662 - Unable to create competency Library export job in provisioning

When trying to create competency library export job in provisioning the job occurrence section disappears as well as the create button.

1. Log onto provisioning. 
2. Go to Manage Scheduled Jobs  > Create new job
3. Fill out information > Select Competency Library export.
4. Options disappear to create new job. 

SF Competency connector is paused and disabled for some scenarios of Center of Capabilities described in the guide: Migration of Learning Competencies to Center of Capabilities | SAP Help Portal 

Use the Attributes Synchronisation automatic process to synchronize competencies from Center of Capabilities to Learning, in case you have migrated to Job Profile Builder (JPB), have set up Capabilities Library, configured Proficiency Rating Scale, and enabled the Capabilities Portfolio in Center of Capabilities.
