3228448 - Employee sync does not happen when time-event-type-group-id field is configured only in CSF SDM

Symptom

When using TimeEventtypegrouid to filter EmpJob API, there is no record returned
As a result, you cannot trigger employee sync if Clock in Clock Out is only configured in CSF SDM
