3228484 - Selection criteria / Filter does not work in transaction QE51N - No entries found (QE651)

Symptom

Transaction QE51N does not display any inspection lots (or a limited amount of lots). A message is returned: QE651 - No entries found.

Example with filter 'Work Center':

After adjusting some filters the selection seems to work differently, lots are found:
