You wish to know why, when applying this filer hiringNotCompleted = 'false' with a period delta query you are receiving this error: Invalid SFQL! Error: Invalid WHERE clause. "hiringNotCompleted" is not supported in query mode "periodDelta", cause: org.apache.cxf.binding.soap.SoapFault: SFAPI Domain Error!

Expected behaviour

As explained in our Compound Employee API Guide , the WHERE query supports hiringNotCompleted  for delta transmission, but not period delta. 
As a potential workaround, you could filter on attribute hiringNotCompleted after fetching the payload.
