3228926 - Incremental backup and load in IQ

• Loading both full and incremental backups are failing. 
• Load is asking to remove db files.  However,  the restore is on same server(source and target are same).
• An example of the error is:
  dbisql -c "uid=DBA;pwd=xxx  ;eng=utility_db;dbn=utility_db" -nogui read restore.sql > restore.sql_out
  Could not execute statement.
    IQ store dbfile /dbdumps/iqmain1.iq exists. Restore will not be done.
