3228955 - QC22: COA output does not print all the characteristics from inspection plan

While generating quality certificate (COA - Certificate of Analysis) in transaction QC22, some of the characteristics are not printed.

It is unexpected, as prerequisites are fulfilled:

"...
The following requirements must be met:
- An inspection lot must exist, for which a usage decision was already made.
- A released certificate profile must exist. If the system is to find the profile automatically, a valid assignment (for example, to the inspection lot material) must exist.
