3229542 - Power Designer Web Server is unavailable

Symptom

Unable to log into PowerDesigner Web.  Getting the message:

The PowerDesigner Web Server is unavailable.  Please contact your administrator.

cmrserver.log file shows:

[] ERROR localhost-startStop-1 2022/07/20 19:10:04 PDT com.sap.powerdesigner.data.RequestContext.get: RequestContext.java(188) *** Attempted to retrieve java.util.Locale WITH NO active context (null).   

localhost.log shows:

SEVERE [localhost-startStop-1] org.apache.catalina.core.StandardContext.listenerStop Exception sending context destroyed event to listener instance of class [com.sap.powerdesigner.web.StartupListener]   java.lang.UnsupportedClassVersionError: com/microsoft/sqlserver/jdbc/SQLServerDriver has been compiled by a more recent version of the Java Runtime (class file version 55.0), this version of the Java Runtime only recognizes class file versions up to 52.0 (unable to load class [com.microsoft.sqlserver.jdbc.SQLServerDriver])
