3230465 - Intermittent "Unable to contact target server" error in PI/PO integrations

Symptom

- You encounter intermittent connection issues with Process Integration (PI) or Process Orchestration (PO) interfaces 
- The issue mainly impacts SOAP Receiver Adapter integrations (XI 3.0 mode) -> ABAP proxy R/3 systems 
- Synchronous and asynchronous interfaces are impacted. 
- The error is similar to below: 
   Failed to call the endpoint: null
   SOAP: Call failed: java.io.IOException: Error receiving or parsing request message: java.lang.RuntimeException: Error while silently connecting: org.w3c.www.protocol.http.HttpException: Unable to contact target server <host>:<port>.
   Returning to application. Exception: com.sap.engine.interfaces.messaging.api.exception.MessageExpiredException: Message e72ac79a-c675-11ec-c969-0000008ffd89(OUTBOUND) expired.
