Why are my Event line items not copying from Award resulting in empty Contract Line Item Document (CLID) in Contract Workspace (CW)?

Why are my line items from event award not copying to my Contract Line Item Document (CLID)? When creating a Contract Workspace (CW) Line Items Document from Awarded Event there's no error message but the document is empty.
