Symptom

SAP router startup failed and below error message be reported in SAP router trace (dev_rout). 

==== dev_rout ====

*** ERROR => fopen 'C:/<path of saprouter>/saprouter/saprouttab' (13: Permission denied)
***LOG Q0I=> NiRRouttab: fopen (13: EACCES*: Permission denied OR: The data is invalid.) 
cannot open 'C:/<path of saprouter>/saprouter/saprouter': all routing disabled!!!
