3233746 - System using incorrect locale when translating commodity codes in email notification

As a rule, when customers add translated text to email notifications, the text is linked to locales and the translated text is substituted for the original text when sending email notifications to users. Previously, the system was incorrectly using the requester's locale when determining commodity code translations, and not the recipient's locale. Therefore, when the requester and receiver were in different locales, translations were being received in a language not familiar to the recipient.
