In CE2208 the VIES check has become effective: it blocks the business partner master data and SD external billing and gives unwanted blocks/warnings when posting the billing documents.

CE2208 upgrade
Resolution
With the CE2208 upgrade, the customizing for the Online Validations has been migrated to a new set of tables and there was a problem with the merge of the default content and customers customizing in the old tables.
The creation of the fix is in process.
Meanwhile, it is possible to use the SSCUI 105630 (Online Validation) and customize the system response in the BP master data (Maintain Result codes) and disable the validation in Billing/SO creation (Enable Selective Online Validation) by unchecking the checkboxes in the corresponding rows.
