You want to support languages not provided by OOTB Commerce via the property lang.packs, as described in Help Portal - Adding Language Packs.
The page contains a list of Supported Languages, by default, and any additional language you want to support, due to not being provided by Commerce, needs to be added in the project by you.
For each custom language, it is necessary to generate a langpack-countrycode.zip.
