3235505 - SERVER SNAPSHOT with "Reason: Resources with high usage: too many ca blocks in use"

Symptom

The Dispatcher trace file logs a "server snapshot" with reason "Resources with high usage: too many ca blocks in use".

For example ("X" is the snapshot number):

[date and time]
*** WARNING => DpResourcesOk: too many ca blocks ([number of blocks]) in use [dpxxtool2.c  7853]
***LOG Q40=> DpDumpResourceFailure,  () [dpTimer.c    1592]
********** SERVER SNAPSHOT X (Reason: Resources with high usage: too many ca blocks in use / Time: [date and time]) - begin **********

Some times, a SYSTEM_NO_TASK_STORAGE dump might be raised right after this server snapshot has been triggered.
