3236033 - Error "Unauthorized" is displayed when the initial user tries to access CBC directly after receiving the provisioning email

Symptom

You received the provisioning email (Access Information for your SAP Central Business Configuration System) from SAP. Then you clicked the URL for Business User Login directly without initial user setup. Error "Unauthorized" is displayed after opening Central Business Configuration (CBC) system.
