3236615 - CQCL008 error in BAPI_INSPECTIONPLAN_CREATE (Inspection characteristic cannot be uniquely assigned to one operation)

While creating inspection plan with BAPI BAPI_INSPECTIONPLAN_CREATE following error is written into the RETURN table:

Procedure
Specify the task list type, group counter, sequence, and operation identification or operation number."

Error message is unexpected, as operation is referenced properly in the characteristic table.
