3236632 - Diagnostics Agent keeps restarting after enabling Diagnostics Agent on-the-fly

After enabling the Diagnostics Agent On the Fly, the Diagnostics Agent keeps restarting, and its agent nodes are not generated.

The /usr/sap/DAA/SMDA<NN>/SMDAgent/log/nodescontroller.log shows the following error:
