3236890 - Project owners added after modular questionnaire project creation couldn't edit internal forms even after update requests

If a modular questionnaire manager sent a modular questionnaire that included internal forms to a recipient, and then added an additional team member to the Project Owner project group in the project, and then requested an update from the recipient, the new team member still wasn't able to edit internal forms in the project.  The expected behavior is that once an update is requested, all current members of the Project Owner group in the project at time of the update request can edit internal forms.
