3237355 - Waiting time before automatic usage decision is not considered in QA40

Symptom

Waiting time (which needs to pass after lot creation before automatic usage decision can be made) is defined at plant-level QM customizing (transaction QCC0 ---> Basic Settings ---> Maintain Settings at Plant level).

But this waiting time is not considered when automatic usage decision is made with transaction QA40.

So automatic usage decision can be made before the waiting time has expired.
