3237755 - Failed to Resolve Navigation target error when opening a notification in Fiori Launchpad

Symptom

When opening a notification in Fiori Launchpad, the following error is presented:

App could not be opened either due to an incorrect SAP Fiori launchpad configuration or a missing role assignment.

Failed to resolve navigation target "#WorkflowTask-displayInbox?InstanceID=***********&SAP__Origin=&allItems=true&sap-app-origin-hint=&showAdditionalAttributes=true". This is most likely caused by an incorrect SAP Fiori launchpad content configuration or by a missing role assignment.
