3237816 - Error "Couldn't subscribe to SAP Group Reporting Data Collection" popups when you want to add GRDC service on BTP Cockpit

Symptom

When you try to add a SAP Group Reporting Data Collection subscription on the SAP BTP cockpit and it keeps returning an error:

"Couldn't subscribe to SAP Group Reporting Data Collection. Please try again. If the problem persists, open a ticket using the BCP component: FIN-CS-CDC."
