3237862 - Unable to enable the dpserver and dpserver shows YELLOW initializing status

• Unable to enable the Data Provisioning Server with the following command. The command will not be completed.
  
  • ALTER DATABASE <database_name> ADD 'dpserver' AT LOCATION '<hostname>:<port_number>'
• The dpserver will show in YELLOW △ status.
• The alert: The active status of dpserver on host '<hostname>', port '<port_number>' has been STARTING for <duration> seconds.
• The dpserver trace contains either of the following backint related error messages:
