SAP SUCCESSFACTORS ONBOARDING

1. Create groups in onboarding general setting;
2. Create business rule(based on employee info - job info - division field)
3. Assign the business rule at Manage Data > ONB2Config > DEFAULT_ONB2_CONFIG

Configuration

Make sure that division / Company / location view option should be editable instead of view.

Now you can retest with the new candidate, This should works fine.
