3238362 - Primary assignment not updated after previous Primary assignment is set to Inactive and forms are not deleted properly

The primary assignment was not updated after the previous primary assignment's status was updated to inactive, and forms was not deleted properly.

The basic info was imported directly to update employee's status.

For EC enabled instance, the HRIS Sync always happens from EC to EP, even the status or fields were updated by basic import, the value of status and these fields will be updated by triggered HRIS Sync Job, then the values will be set back which are same with EC value.

And also this is expected that primary assignment will not be updated and forms will not be deleted properly if the status was updated to inactive directly by basic import

For EC enabled instance, please update the user status with EC functions (e.g. termination) rather than basic import.
