3238471 - [Onboarding] SAF Forms are not triggered to the external candidates

SAF Forms are not assigned for completion of E-Signature/DocuSign. Only the TFN Forms are getting assigned.

• There has been a new update the SAF Forms. At the time of completion of compliance task, the select of fund type has 4 options now as compared to 3 earlier.
• This was recently introduced in accordance with the Australia Compliance
• If the user choses the 4th option i.e "I don't want to choose a super fund right now (You can make your choice at any time. You may wish to create a new account with a super fund), the E-Signature/Docusign is not generated

• This is expected behaviour
• The SAF Forms will only appear in the Compliance Task and not in the E-Signature/DocuSign step if the candidate opts for the 4th option.
