3238772 - Java system does not start when "ms/acl_file_int" is configured

Symptom

There is an SAP NetWeaver Java based system running on Linux / UNIX.

The parameter "ms/acl_file_int" was set and it points to an ACL file with the correct syntax, and that includes the IP addresses of all SAP servers that are part of the system, including the loopback address (i.e., "127.0.0.1").

However, a Java instance (Jxx) running on the same server as the SCSxx instance fails to start.

The command "sapcontrol -nr XX -function GetProcessList" shows that the J2EE process remains in "yellow" / starting state indefinitely.

The dev_icm trace file of the affected instance shows that it could not connect to the Message Server:
