3239192 - Missing option to attach files/certificates from Add to Learning History on External event

The button to attach files/certificates is missing from Add to Learning History on External event.

2. Go to Learning Plan
3. Links
4. Add to Learning History
5. External Event
6. Follow Process to the end
7. The button to attach files / certificates is missing.

Navigate to Learning Administration -> System Administration -> Configuration -> System Configuration -> ATTACHMENT  -> and set attachmentsEnabledForEntity.LEARNING_EXTERNAL_HISTORY=true

This will enable the option to add in attachments and resolve the issue.

*If there is an approval for adding the External event to the user make sure to set the property attachmentsEnabledForEntity.LEARNING_PENDING_EXTERNAL_HISTORY=true as well from Learning Administration -> System Administration -> Configuration -> System Configuration -> ATTACHMENT.*
