3239694 - RPM_DX_INITIATIVE does not set initiative status to Released

Symptom

You use transaction/program RPM_DX_INITIATIVE in "Create" scenario and use column "SYSTEM_STATUS" to specify a released status for the newly created initiative. Nevertheless the initiative is created with the initial status (CRTD).
