3240842 - API: "An error occurred. (ACCESS VIOLATION: User john.doe@example.com has no permission to to call method create on object Unavailable")

I am trying to create dictionary category via API, but every time I receive the error message as response: "An error occurred. (ACCESS VIOLATION: User john.doe@example.com has no permission to to call method create on object Unavailable")

The error message says, that the user doesn't have enough rights. Please check it at "Setup" > "Manage users & access rights" as described here: Set access rights for the dictionary
