From the release SAP S/4HANA 2208, you will be able to find a new purchase order workflow scenario called as rework workflow.

After you navigate from the app My Inbox to Manage Purchase Orders and you want to re-submit a purchase order without changing any specific fields,

you are unable to resubmit in the display mode.

 As a PO creator after you navigate from the app My Inbox ( Purchase Order rework workitem )  to Manage Purchase Orders and you want to re-submit a purchase order without changing any specific  Purchase Order Data, you are unable to resubmit in the display mode.
